The Congress of the Philippines (Filipino: Kongreso ng Pilipinas) is the legislature of the national government of the Philippines. It is bicameral , composed of an upper body, the Senate , and a lower body, the House of Representatives , [ 3 ] although colloquially, the term "Congress" commonly refers to just the latter .

The Legislative Power is vested in the Congress of the Philippines which shall consist of a Senate and a House of Representatives, except to the extent reserved to the people by the provision on initiative and referendum.

The only officers of Congress required by the 1987 Constitution are the President of the Senate and the Speaker of the House of Representatives. Both the Senate President and the House Speaker are elected by a majority vote of all the members of their respective Houses.
