鄺耀文生於中山石歧，小時移居香港。1969 年，鑑於香港政局，剛完成中五學業、19 歲的他，跟隨父親移民澳洲，其後畢業於新南威爾士大學醫學系。數年後，他和太太及女兒從雪梨到中央海岸定居。當時此地剛剛開發，他特意選擇到沒有家庭醫生駐診的地區服務。
