The Tories will fight a “battle for the soul of the nation” at the next election, Kemi Badenoch will say in a major speech expected to be centred on tax-cutting promises.
The flat rate would be slashed from 15 to 7.5 for workers aged 21 to 24 at an estimated cost of £2.3 billion, the Conservatives said.
