Detroit Mayor Mike Duggan will deliver his final State of the City address Tuesday evening. Duggan will give his thoughts on Detroit's future from inside Bedrock's new mixed-use development on the site of the former Hudson's department store.

Duggan called for an expansion of the state’s Transformational Brownfield Plan, which discounts developers' taxes on the backend of a project, as opposed to upfront cash incentives, and said several other projects around the state would also benefit from doing so, including a proposed redevelopment of Lakeside Mall in Macomb County.
