WASHINGTON D.C., DC — Tropical Storm Fernand developed on Saturday, August 23, from Invest 90L around 405 miles south-southeast of Bermuda, with sustained winds of about 40 mph and a northward movement at around 15 mph.
Tropical Storm Fernand formed southeast of Bermuda and is expected to weaken early next week, while Invest 99L shows only a 20% chance of development.
