Theodore Roosevelt Memorial Park and "Teddy Roosevelt's house" are two different places. Sagamore Hill is where Theodore Roosevelt's house is located. It's free to roam the gardens but there is a charge to see the interior of the house. Parking is free. Theodore Roosevelt Memorial Park is a memorial site on the Great South Bay that also has a beach. Parking is for Oyster Bay residents only and a pass is required.
