If the tour isn't going to Beale street you can take Uber or Lyft. I used one or the other for the weekend I was there and it is easy to get around and affordable.

Yes Memphis City bus tour has an option to ride on the River boat along with seeing Sun Studios, Peabody and the Lorraine Motel where MLK was assassinated.

Yes, you can walk through Beale Street. There are a few shops, bars, & restaurants. The live music usually doesn't start till late afternoon or evening.
